Common Services Fee

Common Service Fee (CSF) is levied on new externally funded special projects to contribute to the incremental cost of managing that project. These incremental costs are fully described below. Further, many of these projects are obtained under the aegis of the University of the West Indies (UWI) as such CSF can be seen as a contribution to the use of the University’s brand name. CSF can be charged using the following basses.

  1. As a percentage of recurrent expenditure with the upper limit at 20%
  2. In some instances CSF can be linked to income or be set as a flat fee
  3. As determined by the sponsor/donor, who may set an appropriate limit

The foloowing services are provided to all new special projects which results in incremental costs to the UWI.

Provision of payroll processing services, which include the following:

  1. Monthly, weekly and daily paid salary processing
  2. Calculation and remittance of PAYE, Health Surcharge, National Insurance Surcharge
  3. Pension Services
  4. Administering over various staff benefits, such as study and travel grant, book grant, institutional visit allowance, personal consultancy, etc

Provision human resource management services, which include the following:

  1. Trade union negotiations
  2. Administering over the medical plan
  3. Administering over employee insurance and workmen compensation
  4. Administering over loan facilities, such as car, house, consumption loans etc

Provision of Account Payables services which include the following:

  1. Establishing purchase orders
  2. Processing payments to suppliers including utility service providers
  3. Processing of travel and subsistence allowances

Provision of financial Management services, which include the following:

  1. Preparation of monthly budget variance reports and annual estimates
  2. Preparation of periodic financial statements, including including accounts for  the auditors
  3. Reconciliation of inter-campus transactions
  4. Cash flow management including monitoring and control of bank accounts and imprest accounts

Provision of custom brokerage services

Liason with relevant government agencies with respect to billings and government contributions

Other additional administrative costs are also incurred by the UWI which include the following:

  1. Additional and overtime staff costs within the Bursary and the Registry
  2. Stationary and office expenses
  3. Telephone and electricity costs
  4. Storage and archiving costs
